We use several of these in an industrial manufacturing plant. They are tough, and do the job, year after year. Hey Vicky, to swivel the head, you simply loosen ONE bolt, swivel or rotate the shear head to the desired position, and retighten.There are three bolts on the shear head. The bolt to loosen is the one that is closest to where the silver colored shear head attaches to the gray body. The wrench should be in the box.
